They were street children. From what Luca says they're orphans, and apparently Luca looks very different from the others, enough that nobody would take them in. Apparently Jim did a lot of questionable things to make sure they stayed alive.
At some point, Luca made a contract with a demon -- he was a child, he didn't know better -- and the demon killed him. Luca regrets it now, and he knows the consequences of what happened.
Jim... after Luca's death, at some point- he underwent a radical personality change out of grief, and what Urahara and I suspect was an incredible amount of abuse. My guess is that it was whoever started calling him "Alois Trancy." He insists that "Jim" is dead.
... Urahara says that it's very likely that the abuse was sexual, too.
In my world, being born with red eyes is a sign of great misfortune. People know it, a child with red eyes will be cast out, kept away, and sometimes killed or thrown into the Abyss. Vincent had one red eye, which was enough.
Protected Vincent with all of his might, despite abandonment, being sold to the circus, thrown rocks, misery, starvation, the like.
Gilbert grew up all right, actually. Well. He developed complete amnesia, lost the first ten years or so, but he never really became objectionable. Just a little wobbly.
